ARGENTINA: Kirchner accrues more power, plays the victim

As the pro-government majority in congress rushes to vote away its powers in favour of the executive, President Néstor Kirchner has assumed the role of a victim of sectors which want to 'prevent [him] from ruling' - an allusion to the much-publicised fact that he has become the president who most relies on ruling by decree, sidestepping normal legislative procedure. Two key initiatives granting the executive more power moved a step closer to becoming law in congress last week.
